Cause: An attempt was made to select from a list of values and the list of values has no values. In order for some lists of values to contain values, another part of the report must be built first. For example, if a list of values is made up solely of column names and the data model is not complete, this error may display.
Action: Build the report fully. If the error persists, contact Oracle Support Services.
